Community Buildout Analysis Program

The Community Build-Out Analysis program is designed to help communities project the future consequences of their zoning.

The program is implemented as an ArcViewproject (Version 3.1 and above).

It functions as a simple acreage based build-out - that is, zoning district acreage is tabulated by parcel to determine development density. House point locations are used to determine existing development.

Potential development is calculated from parcel acreage that meets the minimum lot size for the respective zoning district.

The build-out density can be modified by changing the minimum lot size or incorporating natural resource layers such as wetlands or slope.

A tabular report is provided by zone listing existing and potential development as well as associated acreage.

The Community Build-Out Analysis program is part of the larger Community Planning Tools Demonstration Project funded from Vermont Senator Patrick Leahy's office through the State USDA Office. The funds were administered by the Center For Rural Studies at the University of Vermont.

The Addison County Regional Planning Commission proposed the development of a build-out program in response the need of the Lewis Creek Association to project development scenarios in the Lewis Creek watershed.

Software design and development was undertaken by C. L. Davis Consulting Associates, Ltd of Weybridge, Vermont.

The Lewis Creek watershed comprises parts of several communities south of the Burlington, Vermont, metropolitan area that are subject to development pressures. The Lewis Creek Association intends to assist these communities in formulating planning and zoning policies that consider the natural habitats and water quality aspects of development within the watershed.
